0013701: Different OK/Cancel position across all UI

It seems that Scribus mostly takes the Windows (or default Qt maybe?) approach to poistioning OK/Cancel buttons and places Cancel to the right. But there are exceptions in the following dialogs:

- File > New from Template...
- File > Import > Get Text...
- File > Import > Append Text...
- Edit > Advanced Select All
- Edit > Replace Colors...
- Insert > Frames...
- Table > Insert Rows...
- Table > Insert Columns...
- Table > Set Row Heights...
- Table > Set Column Widths...
- Extras > Short Words...
- Extras > Check Spelling... ...
