Last year marked a dubious milestone for the global order that emerged following World War II: violent conflict had forced more people to flee their homes than in any year since 1945. These people are looking for hope from a humanitarian aid regime that is struggling, and last week's World Humanitarian Summit appeared to see that regime begin to wake up to its collective failure to care for them. The event in Istanbul boasted a number of achievements, most notably the development of a "grand bargain", which formalized a number of commitments from major donors and aid agencies to increase transparency, effectiveness, and efficiency.
