Share Files to Different users with permissions

Hello all, We are developing a Sdrive, a Distributed File Storage System using DFS-replication in Windows 2012 server r2 and PHP programming. In that we need to share the uploaded files of users to other users with file permissions (master || editor || reader roles) . Users with Master permission to files can have all rights to that file (read || modify || delete) . Users with editor permissions to files can have limited rights to that file (read || modify) but cannot delete the files. Users with reader permission to files can have only access to read the files . we would appreciate your help for any recommendations of solutions. Thank you ...
