Filipinos elected Rodrigo Duterte as president last month largely because of who he wasn’t: a career beltway guy from an old political family. Duterte is mayor of Davao, the chief city on the southernmost major Philippine island Mindanao and says he has cleaned up crime in the bayside metropolis, which people nationwide hope he does as president.
