The battle for Mosul still rages, but the Department of Defense announced its plan for the ISIS capital Raqqa. Military officials from the U.S. and Turkey will coordinate on details for the capture and governance of the city. Yet, complications have persisted throughout the war on ISIS, and this battle looks to be no different. Portions of the U.S. backed forces are Kurdish, and Kurds are a controversial minority in Turkey. Still, Syrian rebels report they have established a joint operations center. While the Syrian rebels will be a large part of the force fighting ISIS, the U.S. may concede to Turkey and not have them occupy Raqqa. In some ways, the offensive in Syria has already begun . Supported by airstrikes. forces have managed to capture some villages, but have made little overall progress. Where rebels have succeeded before in Syria, governance has been given to the civilians. To appease all sides of the coalition, this model will most likely be used in Raqqa. An easing of tensions will hopefully increase the effectiveness of the attack, and bolster the offensive targeting Mosul. For now, the main goal is to isolate Raqqa from other ISIS strongholds, rendering it vulnerable to future attack.
